Registered Sex Offender Wanted on New Charges

GREENWOOD, Del.- Delaware State Police detectives are seeking the public's help in locating a registered sex offender accused of asking a 10-year-old girl if he could take nude pictures of her.
Detectives are looking for Frank J. Lovett, 34, who has a last known address of Greenwood. Arrest warrants are on file charging him with one count each of endangering the welfare of a child and sexual solicitation of a child.

Police said Lovett is wanted in connection with an incident that occurred in late November, when Lovett was babysitting the 10-year-old daughter of his then girlfriend. Troopers said that as Lovett and the child were riding in a vehicle, Lovett told her that he liked her and that he wanted to take pictures of her in the nude with his cell phone. Police said the child refused Lovett's request and then reported the incident to her mother, who made Lovett move out of the home.
According to the Delaware Sex Offender Registry, Lovett is a Tier II (medium-risk) sex offender who was convicted in 1996 of third-degree unlawful sexual penetration of a child between the ages of 12 and 15.
Police said Lovett is known to frequent the Greenwood, Milford, and Lincoln areas of Delaware. He is described as black, 5-foot-6, 220 pounds, with black hair and brown eyes.
