CAMDEN, Del.- Former Camden town manager/CFO James O. Plumley III and Smyrna contractor Mark A. Moore have been arrested following accusations that they defrauded the town out of more than $120,000.
Plumley, 60, of Camden, is charged with theft, second-degree conspiracy, official misconduct and profiteering.
Moore, 45, is charged with theft and second-degree conspiracy.
Police said that at a Town of Camden Public Workshop held Jan. 11, several questionable invoices for work on town properties were brought to their attention. After reviewing some of the documents, police initiated a criminal investigation. According to police, that investigation uncovered more than $120,000 in fraudulent charges for imaginary repairs.
Investigators said evidence obtained implicated Plumley in the plot to defraud the town. The scheme took place between March of 2010 and February of 2011 and involved three town properties, police said.
Plumley has been released on $27,000 unsecured bond. Moore has been released on a $27,500 unsecured bond.
Police Chief William E. Bryson said the investigation would continue until he is satisfied that no other funds have been misappropriated.
According to an online biography, prior to being appointed as Camden town manager/CFO, Plumley served on the town's planning commission from 1994-98, was elected to the town council in 1998 and served as vice mayor from 2000-2008.
