Package School Funding With Pension Change

ANNAPOLIS, Md. (AP)- Maryland's Senate president says Gov. Martin O'Malley should link state school construction money with a shift of some teacher pension expenses to counties.
Thomas V. Mike Miller, D-Calvert, made the comment in an interview with WEAA-FM's Marc Steiner on Wednesday, the start of the legislative session.
Miller noted the governor's announcement this week of plans to include more than $370 million for school construction in the budget for the next fiscal year. The Senate president says the large state contribution should be packaged with some shift of teacher pension costs, which now cost the state about $1 billion a year.
Miller also says the school construction money should be tied to local commitments to maintain certain amounts of school funding
