Ethics complaint filed vs. Councilman Spies

SALISBURY -- Days after he sent a letter seeking an advisory opinion on a similar subject, an ethics complaint has been filed against Councilman Tim Spies for participating in certain discussions and votes while involved in litigation with the city.
In a Jan. 4 letter to Norman Lyster, chairman of the city's Ethics Commission, Spies requests an opinion as to "whether or not I have any conflict of interest in deliberation or voting on legislation related to the Department of Neighborhood Services and Code Compliance due to an appeal I have pending in District Court."
Spies is awaiting trial for failure to complete mandatory work to his home.
In a Jan. 10 letter to Lyster, Councilwoman Shanie Shields alleges Spies' involvement in discussions regarding NSCC rental inspections and his vote on oversight of the city attorney are conflicts of interest.
Shields said she has received several inquiries from constituents concerning Spies' situation, and the complaint is "the only way the public can get an answer."
The Ethics Commission meets on an "as needed" basis, and a date for consideration of the council members' inquiries is expected soon
